The lyrics mean he can see 27 blocks, apartment buildings, and all the people in these buildings are sleeping. No lights, no sounds. It literally means the city apartmetns around him....

It would be toooo primitive just to describe 27 city apartments around him/her. So 27 blox=27 years of old. Remember Pers favourite “Heart of Gold”: “Keep me searching for the heart of gold/And I’m getting old.” This is where the roots probably are coming from.
