There are two main factors which affect the direction of twirl on water draining from a vessle: the shape of the drain and the way in which the water entered the vessel.
There is a third effect, the Coriolis effect, which encourages water to twirl clockwise in the northern hemisphere and anticlockwise in the southern hemisphere, but this force in this situation is tiny, and can effectively be ignored. The effect derives from the unidirectional spinning of the earth, and in fact is more relevant to atmospheric phenomena such as hurricanes.
With regards to fluid drain from a vessel, this effect would only be observed if the water had been sitting completely undisturbed for a very long time, and if there was a high degree of symmetry in the vessel and drain, i.e. not in a toilet, where the hydrodynamic flow during the flush would almost always depend on how the jets of water filled the bowl and the shape of the drain.

Yes it’s true. Depending on which hemisphere you’re in, the water goes down the drain in opposite directions.
