It’s most probably a bootleg. Even if the seller incorrectly has stated PAL (which I don’t know), the DVD looks too much like a LaserDisc rip.

Yes japan is designated NTSC, but they have had Digital TV [which can play PAL] for a long time and they are part of Region2 [Which is also Europe which uses PAL] which means a PAL isn’t that uncommon in Japan.
Was CBL even released on LD?

Such dvds are sold at Gorbushka market in Moscow for 6 euros. a self-made rip from LD. not very proffesional, coz of some syncro problems

I think we would all know it if there would be an official release of the CBB concert on DVD. I agree, this have to be a bootleg. There´s also a remark (but only in the German section) = No Factory DVD (!). I don´t know what does this mean exactly. Most DVD´s have 5.1 Sound, this on e has only 2.0, hmm...
Usually, I also sell some things on ebay. Mostly items which I have twice or more times (this could happen as a collector). At the moment, there are some Roxette items:

i’vve got the LIVE ISM dvd version from Brazil...i think that is a rip from the laser disc...there isn’t any problem...the rip is perfect..

The concert quality is just great, picture aswell audio.
And it comes with a menu
