Ally, I would take it, as there is a family connection, and there could be a reason it was offered to you, it’s bigger and it will save you money. Now, about your shady neighborhood, you should take extra precautions, like put some bars on the windows or doublelock the doors or get an alarm system installed. Yes, talk to the neighbors as well, see what they think.
If the positives outweigh the negatives, take it, you might not get another offer as good as this. Otherwise, pass. Let me know how it all goes, OK??

I’d get it if I were you. I mean, don’t you think you would live to regret your decision if you didn’t take it? I don’t know how bad the neighbourhood is, but if your neighbour isn’t killing someone else, I would go for it!!!
