I use CoolEdit, i think sony bought the company out a few years ago, and they’ve changed the name since then. But a great program if you can find it.
Check out http://audacity.sourceforge.net/ its free and doesn’t look to bad. Looks to do pretty much all you need.

I know that both Steinberg (http://www.steinberg.de/) and Cakewalk (http://www.cakewalk.com/) are doing programs where you can put your samples however you want them and also mix them on top of each other. But those programs are of course not for free! ;-)
