The German title’s “Jetzt oder nie!” (= Now or never) - the movie was shown a couple of times on the ARD stations (BR, MDR/NDR and so on)...
IIRC, it was first shown on BR on 24/2/99 - that’s were the Hometown-snippet comes from!
