No idea who owns it, but I assume the repossession company the site keeps forwarding to owns it. Find the company and speak to them. You might as well pay the $300 the guy wanted for Roxette.org, that would appear to be more straightforward
If you look at the WayBackMachine, it says that the site’s server was changed, and the owner needed to reupload it, but they haven’t done so. All the emails end in roxette.co.uk (ie [email protected] or [email protected]). There are a few first names, but nothing helpful.
